Brazil runoff tests Lula’s bid to rebuild democratic front

Abstention becomes Lula’s most urgent target

Lula’s clearest path to narrowing the gap runs through voters who did not cast valid ballots in the first round. The electoral authority’s first-round data included blank and null votes, while later reporting identified abstention, undecided voters and eliminated candidates’ supporters as a potentially decisive pool in the final two weeks.¹⁶

That dynamic cuts both ways. Analysts cited by Folha de S.Paulo argued that abstention and tactical voting helped explain why Flávio Bolsonaro finished ahead of Lula in the first round.⁸ If Lula’s weaker first-round showing reflected demobilization among lower-income, younger or left-leaning voters, rather than a firm ideological shift, his campaign may still have room to recover. If it reflected a deeper swing to the right, the runoff becomes a much harder structural fight.

Lula’s response has been to move from broad national messaging to granular turnout work: neighborhood organizing, alliances with local officials and appeals to voters who see Bolsonaro as a risk but did not back Lula in the first round.¹⁴ That strategy assumes the runoff can still be won on participation, not persuasion alone.

The right is consolidating faster

Bolsonaro’s clearest advantage in the opening days of the runoff has been the speed of right-wing consolidation. Reuters reported that defeated rivals including Ronaldo Caiado and Romeu Zema endorsed Bolsonaro, while other conservative actors moved toward his candidacy or signaled alignment against Lula.³ El País later described Bolsonaro as accumulating support from multiple defeated candidates and right-wing parties, giving him a clearer path to uniting voters who split among conservative options in the first round.¹⁴

That matters because a runoff rewards coalition discipline. Lula needs defections from moderate conservatives, anti-Bolsonarista centrists and soft-right voters uneasy with the Bolsonaro family brand. Bolsonaro needs the opposite: to make the second round a referendum on Lula’s government, crime, inflation, religion and anti-left sentiment, while minimizing fears about democratic backsliding.

The congressional picture strengthens Bolsonaro’s hand. AP reported that far-right gains in Congress alarmed Indigenous and environmental groups, which warned that a more conservative legislature could threaten protections for the Amazon, Indigenous territories and environmental enforcement.⁴ For Lula, that rightward shift complicates the democratic-front argument. He must persuade voters not only that Bolsonaro represents a risk, but that a Bolsonaro presidency paired with a more conservative Congress would accelerate policy changes that could be difficult to reverse.

Street mobilization gives Lula energy — and a test

The most visible anti-Bolsonaro mobilization so far has come from students in Rio de Janeiro, where thousands marched against the prospect of another Bolsonaro presidency.⁷ The protests reflected an effort by young voters and civil-society groups to reclaim democracy language and national symbols that Brazil’s right has used effectively for years.⁷

For Lula, street mobilization offers three potential benefits: it can create urgency among abstainers, signal that the runoff is larger than a party contest, and counter the right’s online dominance with visible public energy. But protests also carry risks. If Bolsonaro’s allies cast them as elite, disorderly or narrowly leftist, they could harden conservative turnout rather than broaden Lula’s appeal.

The challenge is translation. Lula needs student, labor, cultural and civil-society activism to become a turnout operation, not only a show of resistance. The campaign must connect street energy in cities like Rio to lower-profile door-to-door work in peripheral neighborhoods, small towns and evangelical communities where Bolsonaro’s coalition has made gains.

Election-integrity messaging moves to the center

Election integrity is now a parallel battlefield. The Organization of American States’ observation mission gave a preliminary assessment of the first-round process and issued recommendations ahead of the runoff. Brazil’s electoral court has highlighted domestic and international observation missions, transparency measures, electronic voting reliability and audits.⁵⁹

Those institutional signals matter because the Bolsonaro name remains tied to years of attacks by former President Jair Bolsonaro and allies on Brazil’s voting system. Flávio Bolsonaro’s campaign benefits from the right’s digital infrastructure, but it also faces heightened scrutiny over content, disinformation and artificial intelligence.

On October 8, the Superior Electoral Court ordered the removal of videos posted by Flávio Bolsonaro that involved artificial intelligence and alleged negative propaganda against Lula.¹⁰ The episode put AI-generated or AI-assisted campaign content directly into the runoff debate and gave Lula’s allies a concrete example for warnings about manipulation.

The OAS mission later recommended that Bolsonaro and Lula hold televised debates and emphasized mutual respect, clearer legal treatment of AI content and election-integrity concerns before the October 25 vote.¹⁵ For Lula, debates could offer a chance to confront Bolsonaro before a mass audience and make the race less dependent on fragmented social media channels. For Bolsonaro, they risk elevating Lula’s experience but also offer a chance to keep the incumbent on the defensive.

Digital and pocketbook politics narrow the battlefield

The final two weeks are also a contest over who can dominate the channels where late-deciding voters get political information. El País reported that Lula, the Workers’ Party and allies are trying to retool their social-media operation in response to a right that has retained a strong online advantage.¹² That is not a secondary front. For many voters, especially those outside traditional party networks, the runoff will be experienced through short videos, WhatsApp messages, influencer cues and claims about fraud, corruption and social benefits.

Lula is also using incumbency. His government moved to lower fuel prices through tax cuts and subsidies ahead of the runoff, putting cost-of-living relief at the center of the campaign’s closing argument.¹³ The move gives Lula a tangible economic message after a first round in which anti-incumbent and anti-left sentiment helped Bolsonaro. But it also exposes him to accusations of electoral opportunism and may not be enough to overcome broader frustration with prices, security or government performance.

Bolsonaro’s economic message is simpler: the first round, his campaign argues, showed that many Brazilians want a sharper break from Lula. Lula’s answer is that the runoff is not only about dissatisfaction with the incumbent, but about the democratic and institutional consequences of giving the Bolsonaro camp both the presidency and a strengthened right-wing Congress.

A two-week race over coalition speed

The runoff is less a reset than a compression of Brazil’s political realignment. Bolsonaro starts with first-round momentum, a more unified right and a favorable early runoff poll.²³¹¹ Lula starts with incumbency, a still-large national base, civil-society mobilization and a democratic-risk argument that has worked before but now must be rebuilt under harder conditions.²⁷

The decisive variable may be speed. Bolsonaro needs to convert endorsements into turnout and keep the election focused on rejection of Lula. Lula needs to turn abstainers into voters, protesters into organizers, institutional warnings into persuasive messages and moderate anxiety into an actual ballot choice.

That is why the October 25 vote is becoming more than a second-round contest between two names. It is a test of whether Brazil’s anti-Bolsonaro democratic front can be rebuilt quickly enough to overcome a right that has become broader, more disciplined and more confident since the first round.
