The statement came one day after Xi used the 18th BRICS Summit in New Delhi to propose an “open source and inclusive AI initiative.” The plan includes a BRICS AI open-source community, cooperation on large language models, seminars and training courses, and a broader open AI ecosystem.2 Xi also proposed a BRICS digital ecosystem cloud platform, smart-factory standards and norms, technology exchanges, digital-skills training and a youth exchange program for scientific and technological innovation.2
The immediate trigger was Amodei’s argument that the United States should maintain restrictions on sales of advanced AI chips and chipmaking equipment to China to preserve a U.S. technological edge.4 Anadolu Agency reported that Amodei called for “AI pacing” and an arms-control-style framework involving China, while also backing chip restrictions on authoritarian states.7
Those remarks are part of a broader debate among U.S. AI leaders over whether frontier development should slow to give safety systems time to catch up. WIRED reported that Amodei, Altman and Musk had backed some form of slowdown, while U.S. officials were skeptical, partly over concern that reduced American speed could help China close the gap.8
Beijing’s answer was not to engage the details of the risk claims, but to challenge the strategic framing behind them. In official Chinese language, warnings about Chinese AI capability are presented less as safety concerns than as attempts to preserve U.S. dominance over advanced chips, compute infrastructure and frontier-model development.14
That distinction matters for Asia-Pacific policy audiences because it signals how China is likely to respond to future AI-safety proposals from Washington. If U.S. initiatives are tied to export controls, compute restrictions or model-security rules aimed at Chinese actors, Beijing is likely to cast them as exclusionary governance rather than shared risk management.
Xi’s BRICS package gives that defensive posture an affirmative diplomatic vehicle. His speech framed the Global South as a driver of multipolarity and called for a consensus-based global AI governance framework that would let new technologies support shared prosperity.2
The State Council’s official summary described five cooperation initiatives covering AI, trade and investment facilitation, digital industry, intelligent manufacturing and science-and-technology talent development.3 In policy terms, the initiatives link AI governance to industrial upgrading and market access rather than the narrower safety-and-security agenda now prominent in U.S. and European debates.
The core proposal — a BRICS AI open-source community — is especially significant. Open-source language allows Beijing to position itself as a provider of accessible AI tools for emerging economies that may lack the compute, capital or proprietary-model access available to the United States and its allies.2 It also gives China a way to turn its domestic strength in low-cost model deployment into diplomatic influence across markets still building AI infrastructure.
The digital ecosystem cloud platform and training programs serve a similar purpose. They would allow China to embed technical cooperation, standards discussions and talent pipelines inside BRICS mechanisms rather than Western-led forums.23 Bloomberg Law framed Xi’s proposal as part of Beijing’s contest with Washington over global AI influence, while The Next Web noted the contrast between China’s openness language and other governance approaches.56
China’s openness message sits alongside its own security concerns about AI. AP reported that Chinese officials have also warned of risks from advanced foreign AI systems, including potential threats to critical information infrastructure and political security.4 The Guardian similarly reported that Chinese security officials have framed AI as a threat to party and national security, even as the Foreign Ministry dismissed U.S. warnings as fear-mongering.9
That creates a tension. Beijing is asking other countries to view Chinese AI governance as open and inclusive, while maintaining domestic controls over algorithms, cybersecurity, data and model deployment. The Foreign Ministry itself said China has placed AI under national cybersecurity supervision and is improving institutional guidelines and ethical norms.1
For Beijing, the distinction is likely to be presented as sovereignty: countries should manage AI risks at home, but global governance should not be used to block developing countries from technology access. For Washington, the unresolved issue is whether openness initiatives can be separated from concerns over military use, cyber operations, surveillance and model theft.
The BRICS language is designed to resonate beyond the bloc’s original members. Xi’s speech repeatedly linked technology cooperation to Global South development, industrial transformation and a more representative international order.2 Guo reinforced that line by saying China would support other Global South countries in improving capacity and benefiting equally from emerging technologies.1
That is a direct answer to U.S.-led efforts to slow or restrict China’s frontier AI development. Rather than only contest export controls, Beijing is offering an alternative political narrative: AI restrictions are barriers to development, while Chinese-led cooperation is a path to shared modernization.
The competition is therefore not only about model performance or chip access. It is also about who defines legitimate AI governance. The United States and allied partners increasingly stress frontier risk, secure supply chains and controls on sensitive capabilities. China is using BRICS to stress openness, capacity building, open-source ecosystems and standards shaped with emerging economies.
For Asia-Pacific governments, the choice may not be binary. Many will seek access to Chinese AI tools and infrastructure while preserving ties to U.S. technology ecosystems and security partnerships. But Beijing’s September 14 response shows that China sees BRICS as a platform to contest not just U.S. restrictions, but the vocabulary of AI governance itself.
