That makes the case politically sensitive beyond Hamaoka itself. A Jiji Press report carried by Nippon.com said Chubu executives had reprimanded officials over delays in the Hamaoka screening process, raising questions about whether pressure to advance regulatory review contributed to the misconduct.7
For Tokyo, that is the most damaging aspect of the scandal. If the public sees restart delays as the result of regulatory caution, the government can argue for efficiency. If delays are associated with operator pressure and unreliable submissions, the political case for faster approvals becomes harder to sustain.
Chubu’s move does not end its nuclear ambitions. Local reporting from Tokai TV said the company signaled it would not give up on reapplying, even after withdrawing the current applications.8 That means Hamaoka is likely to remain part of Japan’s nuclear debate, but on a longer and more politically fraught timetable.
Any future filing would need to overcome not only technical questions about seismic assumptions, but also the reputational damage caused by falsified data. In the context of Japan’s restart politics, that may matter as much as the engineering. Reactor restarts require regulatory clearance, local acceptance and national political backing; a breakdown in trust at any one point can slow the whole process.
The episode also complicates the government’s messaging. Takaichi’s energy-policy argument depends on presenting nuclear power as a reliable, low-carbon baseload option. The Hamaoka scandal instead puts the focus on whether utilities can be trusted to submit accurate safety information and whether corporate management can resist internal pressure to move reviews forward.
The immediate policy consequence is a setback for Hamaoka Units 3 and 4. The broader consequence is that the government’s nuclear acceleration agenda now faces a fresh credibility test.
Takaichi’s administration may still press for faster restarts at reactors with cleaner review records. But the Chubu case is likely to increase scrutiny of utility safety cultures, internal compliance systems and the relationship between management targets and regulatory submissions. It may also give the Nuclear Regulation Authority stronger political ground to insist that speed cannot come at the expense of review integrity.
